The funding for HBCU's he made permanent was the same dollar amount as previous years under previous Obama and Bush admins roughly &250+ million. The Trump Admin budget also proposed steep cuts in 2018 in education specifically to TRIO programs that disproportionally affect HBCU. Congress didn't approve the cuts, The Biden admin has set aside over $3 billion for HBCU's via the American Rescue Plan
