Gr8 video and helped me a lot, exactly this was happening to me and fixed by applying some Axe deodorant and scrubbing the heck out of the ic u were scrubbing and voulla it was fixed.
Don't know how much it will last but still working with multiple restarts, man u just gained a subscriber

In my case the PSU does not turn on when it is attached to the board. I mean if i short the green and black wire it doesn't turn on. But if i disconnected it from the mobo and short those green and black wires the PSU runs!WHAT part of the mobo is failing?

I know this is an old question but in this video it seems the problem was with the SIO chip (I couldn't understand a word but my guess is it was dirty or sthing) but in your case probably some voltage rail was shorted on your mobo.
