The saw blade has to hit the lock for it to open it.. For those Lockboxes it's the very bottom center (same location inside armored cars also).. For ATM's you first hit the left side center to open it then hit the 4 points in each corner inside the ATM.. Hitting anywhere else with the saw will only make noise and use up your blade...

Know its late but if you mean the Ove saw in the secondary weapon slot you need one of the perks to unlock it, in the enforcer tree, ammo specialist, portable saw first upgrade (2 points), the weapon can then be bought for the secondary slot in the specials I believe.

yes it's possible, but it's a bit difficult all you need is some speed and hacker perk because that way you can catch the call from the second cop
