It's not cumplosory to install 2 - way and 3-way valve in return line it can be used in supply line also operation will be same without impacting other parameters
2 Way control Valve only on return line to stop and hold the chilled water in AHU for a certain time for achieve required cooling. then 2 way valve regulates and let go water... hope this helps to clear your doubt.

The purpose of a 3-way control valve is to shut off water flow in one pipe while opening water flow in another pipe, to mix water from two different pipes into one pipe, or to separate water from one pipe into two different pipes.
2Way Valve: 2Way (Or2 Ports) Valve is passing the water in one direction only. so if the valve is fully close it will trap the water before it. this will lead to a pressure increase in this branch. Way Valve: 3Way (Or3 ports) Valve is passing the water in2 directions. so if the valve is fully open the full amount of water will be moving in one direction, if it closed the water will pass to the other direction, if the valve is partially open then percent of the water will flow through direction1 and the remaining will pass through the other (for Diverting Valve which installed in the supply line). In another cases if we install the valve in the return line so if the valve is open water will flow through the unit (Cooling coil as example) then pass through main direction. if the valve is close the water will by pass the unit and then flow through the other direction through the valve (Mixing Valve which installed in the Return line). this will not cause the pressure rising.
I already understand the applicant of 2 & 3 way valves by your video. But my question is different. I will explain you clear, their is a line which is also redirecting the flow to 2 way valve, you are calling it as by pass line. What is this happening ??

Hello Ali, if there is no cooling Requirirement and FCU stops then due the signal from the DPS will be sent to the VFD Pump to reduce the demand.

There will be no change total as the chilled water system is designed on constant flow pumps. So the water is returned back to recirculate.
Can we install gate valve instead of balancing valve in the bypass line?
