How Mattewala Textile Industry Park would have affected the locals and the biodiversity.

When the village panchayat of Sekhowal was made to sell land to GLADA, Kashmir Singh was the only person who stood against power and police to oppose the deal. When the Police took the village sarpanch in their car to get the land deal signed, he called journalists and reached Tehsil complex, where they protested. In 2021, Punjab Police trampled the cattle fodder they had grown but he insisted that villagers should sow crops without fearing government and police. Since the protest against the Mattewara project started, he has been at the forefront.
He said how in the Mid-1960s, When India was facing food shortage, PM Lal Bahadur Shastri gave a call to farmers to make use of the vacant land and grow more food. At that time, residents of present day Sekhowal village worked on this vacant land and made it cultivable. Nearly all of the residents of Sekhowal village are Dalits and they were about to become landowners. But in 1970 a government owned potato seed farm took over their land forcibly. Resourceless Dalits of Sekhowal village fought a tough legal battle that took nearly 30 years for them to win back the right to cultivate land. Village Panchayat got land ownership in 2014. The Punjab government tried to set up a Textile Industry Park on more than 400 acres by acquiring the same land but had to step back because of protests.
ਕਸ਼ਮੀਰ ਸਿੰਘ ਦੱਸ ਰਹੇ ਹਨ ਕਿ ਜੇ ਮੱਤੇਵਾੜਾ ਟੈਕਸਟਾਈਲ ਇੰਡਸਟਰੀ ਪਾਰਕ ਬਣ ਜਾਂਦਾ ਤਾਂ ਇਸ ਦਾ ਉੱਥੋਂ ਦੇ ਲੋਕਾਂ ਅਤੇ ਪੌਣ ਪਾਣੀ ਉੱਤੇ ਕੀ ਅਸਰ ਹੋਣਾ ਸੀ।
ਜਦੋਂ ਸੇਖੋਵਾਲ ਦੀ ਪੰਚਾਇਤ ਨੂੰ ਪਿੰਡ ਦੀ ਜ਼ਮੀਨ ਵੇਚਣ ਲਈ ਮਜ਼ਬੂਰ ਕਰ ਦਿੱਤਾ ਗਿਆ ਤਾਂ ਕਸ਼ਮੀਰ ਸਿੰਘ ਇਕੱਲਾ ਬੰਦਾ ਸੀ ਜਿਸ ਨੇ ਪੁਲਿਸ ਅਤੇ ਹਕੂਮਤੀ ਦਾਬੇ ਦੇ ਸਾਹਮਣੇ ਖੜਾ ਹੋ ਕੇ ਇਸ ਸੌਦੇ ਦਾ ਵਿਰੋਧ ਕੀਤਾ। ਜਦੋਂ ਪੁਲਿਸ ਸੌਦੇ ਤੇ ਦਸਤਖਤ ਕਰਵਾਉਣ ਲਈ ਸਰਪੰਚ ਨੂੰ ਕਾਰ ਵਿਚ ਬਿਠਾ ਕੇ ਲੈ ਗਈ। ਉਸ ਨੇ ਪਤਰਕਾਰਾਂ ਨੂੰ ਖਬਰ ਕੀਤੀ ਅਤੇ ਪਿੰਡ ਵਾਸੀ ਇਕੱਠੇ ਕਰ ਕੇ ਤਹਿਸੀਲ ਵਿਚ ਵਿਰੋਧ ਦਰਜ ਕਰਵਾਇਆ। 2021 ਵਿਚ ਪੰਜਾਬ ਪੁਲਿਸ ਨੇ ਪਿੰਡ ਵਾਸੀਆਂ ਦਾ ਬੀਜਿਆ ਚਾਰਾ ਵਾਹ ਦਿੱਤਾ ਤਾਂ ਉਸ ਨੇ ਪਿੰਡ ਵਾਸੀਆਂ ਨੂੰ ਫਸਲਾਂ ਬੀਜਦੇ ਰਹਿਣ ਦੀ ਹੱਲਾਸ਼ੇਰੀ ਦਿੱਤੀ। ਮੱਤੇਵਾੜਾ ਸੰਘਰਸ਼ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਲੈ ਕੇ ਹੁਣ ਤੱਕ ਉਹ ਮੂਹਰਲੀ ਕਤਾਰਾ ਵਿਚ ਰਿਹ ਹੈ।
ਉਹ ਦਸਦੇ ਹਨ ਕਿ 1960ਵਿਆਂ ਵਿੱਚ ਜਦੋਂ ਭਾਰਤ ਭੋਜਨ ਦੀ ਤੰਗੀ ਨਾਲ਼ ਜੂਝ ਰਿਹਾ ਸੀ, ਵੇਲ਼ੇ ਦੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਲਾਲ ਬਹਾਦਰ ਸ਼ਾਸਤਰੀ ਨੇ ਕਿਸਾਨਾਂ ਨੂੰ ਬੇਅਬਾਦ ਜ਼ਮੀਨਾਂ ਵਾਹ ਕੇ ਹੋਰ ਅੰਨ ਉਪਜਾਉਣ ਦਾ ਸੱਦਾ ਦਿੱਤਾ। ਉਹਨਾਂ ਵੇਲ਼ਿਆਂ ਵਿਚ ਅਜੋਕੇ ਸੇਖੋਵਾਲ ਪਿੰਡ ਦੇ ਵਾਸੀਆਂ ਨੇ ਇਸ ਬੇਅਬਾਦ ਜ਼ਮੀਨ ਨੂੰ ਵਾਹੀਯੋਗ ਬਣਾਇਆ। ਸੇਖੋਵਾਲ ਦੇ ਬਹੁਤੇ ਵਾਸੀ ਪਹਿਲਾਂ ਬੇਜ਼ਮੀਨੇ ਦਲਿਤ ਭਾਈਚਾਰੇ ਤੋਂ ਸਨ ਅਤੇ ਉਹ ਜ਼ਮੀਨ ਦੇ ਮਾਲਿਕ ਬਣਨ ਹੀ ਵਾਲ਼ੇ ਸਨ ਕਿ 1970 ਵਿੱਚ ਇੱਥੇ ਸਰਕਾਰ ਨੇ ਸੀਡ ਫ਼ਾਰਮ ਬਣਾਉਣ ਲਈ ਉਹਨਾਂ ਦੀ ਜ਼ਮੀਨ ਹਥਿਆ ਲਈ! ਸੇਖੋਵਾਲ ਦੇ ਸਾਧਨਵਿਹੂਣੇ ਦਲਿਤ ਪਰਿਵਾਰਾਂ ਨੇ 30 ਸਾਲ ਲੰਮੀ ਕਾਨੂੰਨੀ ਲੜਾਈ ਲੜੀ ਅਤੇ ਜ਼ਮੀਨ ਵਾਹੁਣ ਦਾ ਹੱਕ ਜਿੱਤਿਆ। ਪੰਚਾਇਤ ਨੂੰ ਜ਼ਮੀਨ ਦੀ ਮਾਲਕੀ 2014 ਵਿੱਚ ਮਿਲੀ। ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਏਥੇ ਹੀ 400 ਏਕੜ ਤੋਂ ਵੱਧ ਜ਼ਮੀਨ ਐਕੁਆਇਰ ਕਰ ਕੇ ਟੈਕਸਟਾਈਲ ਇੰਡਸਟਰੀ ਪਾਰਕ ਲਾਉਣਾ ਸੀ, ਪਰ ਲੋਕਾਂ ਦੇ ਜ਼ਬਰਦਸਤ ਵਿਰੋਧ ਤੋਂ ਬਾਅਦ ਸਰਕਾਰ ਨੂੰ ਇਸ ਫੈਸਲੇ ਤੋਂ ਪਿੱਛੇ ਹਟਣਾ ਪਿਆ।
