Patna-Kolkata Expressway is proposed by Chief Minister of Bihar Nitish Kumar and the proposal sent to central government for construction of this Expressway. Patna-Kolkata Expressway will be four lane controlled access Expressway. The total length of this Expressway would be around 470 km and the construction cost expected to be around ₹17,900 crores.
There are two another Expressways proposed in Bihar First Aurangabad-Darbhanga-Jainagar Expressway and Second Raxaul-Haldia Port Expressway and will be constructed by National Highway Authority of India. Patna-Kolkata Expressway will be the Third Expressway of Bihar

Personally I feel that sitamarhi to Puri/Paradeep expressway should be made to transport goods made in Bihar, Jharkhand, Odisha and Nepal... Plus it will boost the economy of one of the poorest regions in India like tribals area of Jharkhand and Odisha

All national highways should be upgraded to 4-6 lanes, so that average speed of the vehicles should increase.
Problem is people houses on the side of the road.

Once Varanasi- Ranchi- Kolkata Expressway get's developed the timing would reduce even further between Delhi & Kolkata by atleast 3-4 hours because this expressway would connect Delhi via Ganga Expressway. After that the alignment would be the same via Agra-Lucknow Expressway, Yamuna Expressway, Noida- G. Noida Expressway & DND Flyway.
So Kolkata to Varanasi in 6.5 hours approx
Varanasi to Lucknow in 3 Hours
Lucknow to Agra in 3 Hours
Agra to G. Noida in 1.5 Hours
G. Noida to Noida in 30 Mins
Noida to Delhi via DND- 30-45 mins
Total Time taken- 15- 15.5 Hours (Approx)

Bhai kuchh nahi se Kuchh to Achha hai. And 4 Lane ka Expressway bhi Bahut Achha hota hai. Ahmedabad-Vadodara Expressway aaj bhi 4 Lane hai.
