For serious rust I sometimes use a die makers polishing stone. They come in various grits and you can feel by the drag the rust causes agaisnt the stone when you can polish with steel wool. So when buying machinist boxes or boxes of machinist tools look for any stones. They are the width of a popsicle stick and 4"long.
Adam,yep steel wool and WD40 is my go to . Some tools need gone over with wire brushes in die grinder before polishing with wool. Rustoleum makes a good spray on clearcoat that I have been using lately.
