if a project has product development as only one piece of the scope. with other pieces as well like integration, compliance, site installation. in this case, will the product backlog have all the scope of all the pieces of the project . or the development piece will be only treated as product backlog for the scrum team?
It's up to you as project manager. You may organise the project with more than one delivery team. The software development team might be very agile and use Scrum. The infrastructure team might be less agile but perhaps use Kanban. There is no right way. It's down to your judgement as PM.
