it's not meant to be a city builder, tf2 and cs1/2 are not comparable at all, they're not trying to do the same thing, it's in each of their names, CITIES skylines, and TRANSPORT fever. I have 1.2k hours in tf2 and 1.4k in both CS games and it's silly to say "it even looks like Cities skylines but with less features". the same can be said about CS with tf2 because there's no proper control over vehicles or transport management, because that's not what CS is going for, it's going for building cities and managing citizens demands, in tf1/2 it's just about transporting passengers and cargo and making money with highly detailed models
