Lol, great story. It happened to me as well a couple of times. I actually interviewed a guy for a position, and he submitted his portfolio using my works. And once I had a guy use my freebies and put them to sale. At first I got very angry, but then I realized that these guys just live off the crumbs falling from the table of others. It's such a pitiful sight that now I feel sorry for these kind of people, and I don't chase after them anymore. It just takes your energy and focus from moving forward. Keep up the great work man!
You should use report function on every social media he is. I see he's using other agencies work so I let them know about that. I hate scum like this, don't leave it or say "he win this time", these parasites work like this exactly for this reason because they know not a lot of people will find out and will not bother to take action or report, let alone go to court

As you mentioned, unfortunately you can't do much in this case since taking any legal action on the other side of the planet would be very tricky. One thing you should do would be to contact the hoster for the website, Facebook for the Instagram / Facebook duplicate content... Regarding your number of watchers / subscribers, I guess / hope this will be fixed in the next few weeks.

There are some sites like who is or ICANN to find out the issuer of his domain name then you can report the web domain as stolen content. He'll possibly lose access to his web page if you can find his host provider. You can try reverse image search on his contents to find the original sources and maybe organize at least, the threat of, a class action lawsuit against him. Maybe if 20-plus people all came at him at once that could be enough push? There is always something you can do else there would be more people like him

If you have a complaint about a website, you can send it to the company hosting the site or the domain registrar. I can assist you in identifying the host and registrar.
Indeed, it is an annoying thing. You must fight it. Contact the technical support of the hosting on which its site is hosted so that you can protect yourself. Its site will be stopped after taking all the measures that they tell you.

Some 15 years ago I had a similar problem, some company took my website and I contacted Google and reported it so after proving to them thats my website they removed it from google results. Soon after that they gave up and took the website from their hosting. Hope this helps. ✌️
This used to happen to me all the time when i ran a web design business 2007-2010. I won a few web design of the year awards and heaps of people just copy paste it and change a few things. Stupid clowns. The people i bothered emailing about it always took it down, and then i assume copied someone elses work. Even one of my former clients decided to start his own web design business and copied all the content from my website to put on his website which i designed for him previously, when i brought it up with him he denied it. Lots of clowns around.

Anyway least he could have done was to give credit to the owner of the website or atleast apologise and say its for educational or learning purpose. However, there is a way to get him removed from all these playforms if you report him to the platform. This is flat out plagiarism.

The dude probably gets clients to pay him and then doesn't deliver, ripping them off. If this particular exhibition of shamelessness is so visible, I'm sure he'll get in some serious legal trouble for the chicanery he's pulling behind the scenes -- more trouble than this blatant fraud. A little update: he got down the website, deactivated the instagram page and deleted the content stolen (at least from you) from the facebook page account. He got in the romanian freelance community with the scammer title as well.
Just a thought, on your website you can point out to a faker, clarifying some copycat is copying your work and mentioning his website. At least people know when they search for his website, yours will likely also come up, pointing his website as the copycat version...

Really sorry about that, I suggest to hide the source code when installing website build by writing "set \"GENERATE_SOURCEMAP=false\" && react-scripts build" in the build in package.json (this is a react example btw)

I have had designed copied but this is like another level. As designers we are all inspired and as creatives we are looking at other design for inspiration. That is 100% normal. A designer can come up with unique trend setting design styles/language that has global reach at some point but in general we have a bundle of inspiration in the right hemisphere of our creative brains. We see other great design and it influence how we design. Great ideas can be "re used" by other designers without like in this case just stealing it pixel by pixel. Like the revealing circle you have that is a great idea but its not the first time or the last time it will be used by designers in their way. But that is inspiration and realizing a good idea and deploying it if you have a project it can benefit from. And to your comment reply bellow we should all try and report this both on social platforms and in general to stop this!! Sorry for long text :)
