Alternative facts.
The moon has an elliptical orbit. The difference to earth at closest and farthest from us is 2,500 miles or so. For tidal lock to work, it would have to be a perfectly round orbit and the moon to spin on its axis at one speed. SOMEBODY up there is adjusting the spin speed on it's axis.

The precision of the moon's geometric relations to the sun to the Earth reminds me of that of the various pyramids on Earth and their precision. The Moon does not have a perfectly circular orbit around the Earth, it is in fact drifting away from the Earth a few inches every rotation. At the moment, the Moon does not perfectly occlude the Sun, as you can see the Sun’s corona around the Moon. In the past, the Moon completely occluded the Sun due to it being closer to the Earth. In the future, the Moon will occlude less and less of the Sun due to being further and further away.

Our moon hasn't always been at said distance to cause total eclipses; it's ever so slightly spiraling away from Earth and in millions of years there will me no more total eclipses, only anular eclipses. That's what clued scientists about the Moon being originated from a colision, besides it having a similar mineral composition to earth: If it's drifting away it means that it was closer before.
Outside of that detail, yes, all that's being said is true. Coincidence? Yes. It's the weak antropic principle in action.

the odds of a moon covering the sun are astronomically small, the odds of having a inhabitable world are even less likely.
Those odds are the same as planning a mission to the moon, being the first man there, when there, realizing you've forgotten to put batteries in your camera and you get out onto the surface and you see an object on the ground which is a battery that fits and powers your camera. Kinda unlikely. ;)
