For brand new HDB BTOs and private new launches, it is of course after buying the house upon key collections so that any defects can be sorted out with the developers before your reno commencement. For resale property, it is between you and the seller if home inspection is even required as older homes will inevitably suffer from wear and tear and you are likely to want to do your renovation anyway! So the real deal is when the disputes reached to the end, when Ah Beng contractor or developer still resist becos they know they got more financial muscle to test you home owner, still got to go legal right? But the real problems in the construction and reno industries are such ppl in these industries will even 'run away with your money and leave work uncompleted! So the critical issue is to know who and what kind of contractor ,you as home owner are dealing with based on honesty and reliability!
