The other day I was dealing with a very old toilet which had a brass flapper, which closed down onto a rubber seat on the flush valve. So sort of backwards from the normal, where the flapper makes the seal, on this model the flush valve seat makes the seal on the flapper. Didn't work very well but it was quite old. Luckily it was a standard flush valve, so I was able to replace the whole thing with a "modern" one.
Still left the old brass ballcock valve and float though, as it was still working perfectly and will likely continue to work for longer than a replacement would.

I believe some maintenance guy changed the original type of flapper from this toilet cuz I already replaced it with the same kind it had and it has the same issue, ghost flushing or sometimes never seal properly.

Would a 3" flapper work better if the original is a 2" or they have to be the same size ?

You're descibing these incorrectly. They are speced as 2 inch or 3 inch.

My toilet flapper is old style almost like a dome shape. It doesn't have any side hooks just a chain at the top. Do you know what this style is called? I'm assuming I can't use the flappers they're selling now a days?

I bought an american standard with a 4 inch flush valve. the only way to get it to flush is to stand there and hold the handle down. i was going to replace the whole valve with a flapper type. do they make a flapper type flush valve that would work with this toilet? thanks

my problem is.. my late father may've put the wrong flapper on the toilet. it is a bullseye type with black hard plastic piece holding a pink rubber bulb . So i measure the outer diameter of the pink rubber flapper? i thought i measured the diameter of the hole the flapper covers. from research i think it is a fluidmaster but cannot read the info on it.

When I tried to turn the water valve off it leaks a little bit from the valve. So now I'm afraid to turn the valve off because it might continue to leak when I turn it back on. But I need to replace the flapper inside because it does that ghost flush about every 10 minutes.

Take an open end wrench and try to carefully tighten the packing’s nut just behind the shut off handle. That may help stop it from leaking
      Good luck
