Do you know how much you're going to charge for it? And don't get me wrong, I do think you should get an income stream from this functionality. The best way to ensure the longterm survival of a service is to charge a monthly/yearly subscription fee for it.

But you can simply use google docs add-on, and share the document link with your friends with editing ability to add more cards, and with the public to add comments and suggestions.
