There is a fangame that's been in development for quite awhile called Project Acceleracer. You need a beefy computer to run it well, and the physics are still less than good, but I believe it does have all of the Acceleracer cars, and several interpretations of the racing realms.
Am I weird, or does the easy mode feel harder than hard mode? I feel like with hard mode, all they do is take the fast shortcuts (which is easy to overcome) but then get outclassed by your speed eventually, but on easy the rubber banding is so strong. They pass me much more frequently on easy than they do on hard.
I also played this game on Playstation 2 and it's finished, but... The Car and the Car Photo Gallery Item aren't all complete yet. Nostalgic one of Racing Game 2000s
