My cue for tears is the line when he sings "Listen, the heart has a voice". That much I can understand of the Estonian based on my Finnish.

Like you I did not care much about the song prior to the finale, and I was actually shocked how much the song did to me hearing it live. Its breathtaking, and it is all because of Ott. He attacked the song, made it his own and sang his heart out. That performance was flawless and its there in the top 10 best performances ever. Without understanding the lyrics, Ott made sure you felt every word. If you can do that, you are a phenomenal singer. Thank you Estonia for giving the rest of Europe this beautiful song, and the brilliant Ott.

Estonian speaker here, i can confirm "kuula" does means listen, but it also means "hear" But In this context, yes it does mean listen.
"Kuula" means "listen" or "hear".
