This is actually filmed in a place called Little Venice ,near Paddington,in London. I know it well because myself and my late Father rebuilt a lot of the Canals and Mooring facilities in that area. Harry Enfield and Paul Whitehouse are brilliant together.

They were just sending up the very lax attitudes to policing that the Dutch allegedly have. For years it has been fine to buy certain drugs openly in shops, for instance. The long hair was/is also common in the Dutch military and police.
The Dutch police had to fight for the right to be allowed to smoke blow and won it on the grounds that it was 'tolerated' (not decriminalised) officially and no-one ever got bust and, anyway, could buy it in one of the many coffee shops, which serve cannabis like bars serve ale. I think they were told they had to change out of uniform first though. Plus the red light area is internationally (in)famous and there were early gay communities along with...well, anything, really. Everything got 'tolerated'. I lived there in 1980 and it was very, very relaxed back then but not so much now. Happy daze!
The fast show is a recommendation for you to watch, there are so many different sketches of various characters, it's one of my favourite comedy sketch shows x

You could smoke weed legally, take mushrooms, prostitution was legal and it was only a couple hours on the ferry. It was kind of a right of passage. In recent years Amsterdam has been actively discouraging these kinds of tourists, even running advertising campaignings telling groups of young men not to come as you can imagine the kind of problems loads of big groups of pissed up, stoned, tripping and horny young men can cause.
As a young adult went on trip to Amsterdam, 2 of our party didn't rejoinn after red light district. Canal rides, diamond factories, Anne Franc, then into. Brugge. Beautiful trip. 🇬🇧👵
