when I see this that's when I knew that was the last time Usagi ever see her mother again at least in the manga which is why her mom's tears is so sad.
@Joerobo2 how it's shown in the manga is that after usagi leaves the cats with her mother, the next we see of our favorite kitties is them being murdered by sailor lethe. It's safe to assume the usagi's mom dies because I doubt she'd let some random woman come in a steal the cats without a fight.

The worst part is that this is the last time we see Ikuko and the cats in the manga. We see the cats die, but we never see what happened to Ikuko. For all we know, the Tsukino family may have been killed by Shadow Galactica when they took the cats.

Ive always had the head cannon that ikuko knows that usagi is sailor moon and the future queen of crystal Tokyo maybe queen serenity picked ikuko for a reason and told her about usagi

Because the entirety of Sailorstars was never dubbed. I don't think that back then, anybody had any possible way to explain away the Starlights themselves or their henshin sequences (which were different from the manga, where similar to Haruka/Sailoruranus, they were women who dressed and behaved masculine; the anime had them AS outright guys who changed into women).
Thinking about it their is a level Of irony to this. Early on didn’t she kick her daughter out of the house for bad grades (which was changed to her being sent yo the library on the English dub I think) Here she is actually saddened by the idea her daughter is leaving and she may not see her again. Maybe giving us the idea she didn’t mean it. sure she did let her back inside, but who’s to say now she will regret telling her daughter to leave?

Technically, Luna is “1 year younger” than Usagi, so it actually makes sense. They animation department has just been SO WONKY over all of Crystals production they can’t keep sh*t straight.
I can :) Her mom is calling her down for breakfast, Usagi comes in and has the kitties and ask if her mom will let her take in Mina's kitty Artemis and Diana, and that they are Luna's husband and daughter and that Mina can't take care of them for a while. Her mom says oh I should of known you were wanting something (in a sweet way) and yes. Usagi says if I don't come back be sure to give them enough food (as in, she is not going to come back, so please take care of all of them for us). Her mom says as Usagi goes off she gets the feeling she will not be coming home (as in, ever again...) The dad says something like oh... Ikuko.... his wife's name. End scene!
