  • Liszt's Fourth Mephisto Waltz(S. 216b) is the last of the Four Mephisto Waltzes Liszt wrote, the last three being late works.
This piece in particular is an unfinished work, but playable. Still, compared to the other Mephisto Waltzes, it is very short due to the lack of the "melodic" middle section.
The first theme returning in F sharp major sounds like a Coda, and I think Liszt would have inserted a middle section before the Coda, as usual with his other three Mephisto Waltzes.
This piece also sounds like a reminiscent of the third Mephisto Waltz, very mysterious piece by late Liszt.
In terms of difficulty, it is the easiest of the four Mephisto Waltzes. Not only because it is the shortest, but there aren't really crazy techniques overall. Just typical Liszt octaves, jumps and chords.
Mephisto Waltzes No. 2 & 3 are also easier than the first. Most of late Liszt pieces tend to be easier than early flashy pieces I guess.
Still, it is very difficult to play those jumps, fast octaves and repeated chords without mistakes & musically. Interesting piece overall.

Bravo, very difficult but is it Liszt at his best?

It's an unfinished work so definitely not his best. It's missing a slower middle section compared to the other Mephisto Waltzes.
Also this is not that difficult imo. Just some typical Liszt octaves and jumps. Any Chopin Etude would be harder.
