The little guy in the bed is a san-x character named Tonkatsu and his little friend is Ebifurai No Shippo which when their names are translated means fried pork cutlet or fried porkchop and fried shrimp tail they are one of my fav Japanese mini cartoons its called Sumikko Gurashi

I seen this before and asked the attendant at the time, he basically said it's to stop them jumping around the tray when you drop them limiting the players chance of winning. The water helps them stick to the first hole they land in.
