Six years as a Marine infantryman, I was never deployed to a combat zone, yet as a police officer I was involved in three firefights. I'm not a "combat veteran", but I am a veteran of combat. If your fighting for your life, your in combat.
Well that's like my Dad who was a Marine Corps officer. His first assignment as a lieutenant was in Israel as part of a NATO operation when Israel was at war with groups Lebanon. It was the first place I lived after I was born. He was in a lot of combat and fighting there. He was captured by terrorist groups and held hostage twice after terps had sold them out. We still have shrapnel from the walls in our Apartment in Tel Aviv. He isn't considered a "combat veteran" because "we" weren't officially"at war" at the time.

I used to love Dual Survivor. There were lots of controversies that came out with that series over the years, kind of got ruined. But my late wife and I used to love this show.
