It was yesterday when I met Anand,Sir. - It is a complex sentence and 'when i met Anand Sir, is Sub-ordinate Clause. 'That' is used for providing additional information about the main clause. i am unable to understand this - 'when to use 'that' after time phrases like'last Saturday','last weekend''last year','Monday', and'June' etc.'

Adverbial Clause because it is modifying time that is yesterday. when i met anand sir was yesterday - less natural and awkward. it may be - when i met Anand sir, it was yesterday. I met Anand sir yesterday
