I would choose C. One of the principles in agile is a collocated team. Having your team in different locations imply that you need extra care managing communication to avoid any delays on the project.
For the last question: Option D seems the only logical one to me. Here is why: Option A - This is only a bonus, since they already know each other and should work more efficiently together. Option B - a former Dev seems like a nice background to have for becoming a lead engineer. Option C - since the team has already worked together before and know each other, there shouldn't be issues with some of them not being in the office with the rest. Option D - seems like a logical answer because if the Tech.Lead was JUST assinged full-time to the project - he does not know the rest of the team well, has no experience working with them and probably has little to no experience in the project itself.

But when I read "..to capitalize on current marketing plans." it is now clear that perhaps the PM/Sponsor have sought expert judgement already so now whats needed is a change request.
I want to say "A" is the correct answer because the statement said the company and the team are well suited in agile; then you want to make sure the team has worked together in some capacity before. Also if the company is building the team outside of the skill set, they would also find it a net positive that these people worked together before which also will expedite the project.
