If we're talking most romantic Kdramas EVER, this should include the good old dramas (eg. Endless Love series, Stairway to Heaven, I'm Sorry I Love You, Goong, Love Letters, Lovers in Paris and a lot more). The shows in early 2000s are way more romantic (and heartbreaking)

I need to.FEEL the love and it should make sense in the script ..like KING THE LAND did not touch my heart but BUSINESS PROPOSAL did ...its a mix of acting script chemistry dialogues to make a lasting impact
