Unfortunately the corn in the State does not have the same health value, with all the pesticides, GMO corn, and pollution in the area it will never be compare to Mexico's harvest corn.
No, unfortunately I do not believe a “raw” version of this is possible. It appears that nixtamalization only works on starches that have gone through a congealing/annealing process.
However there is something called enzymatic nixtamalization, which typically uses a 60C soak for 30 minutes. You would just need to acquire protease enzymes

Although I also know someone who proposes raw foods, but with grains (which corn kernels are as well) he says they need to be properly prepared - either cooked well at around 100° or germinated and both these methods are nearly similarly good for the body. Thanks for uploading this video, it is very informative, and explain in detail an old method to make corn tortillas an important part of mexican diet.

Is it absolutely necessary to boil the kernels before steeping or can it simply be steeped with the lime at room temperature over night eg.?

I remember being taught in school that corn had no nutritional value which is why the Native American couldn’t survive.
