There was actually an incident that happened with this elevator or another elevator in that bank where 2 cables snapped causing it to go too fast and the overspeed governor killed the elevator thankfully

You should ask to see the inspection certificate. It should specify the vertical speed. Many elevators have it posted in the cab somewhere.
