Intel and AMD used to own the most modern fabrication plants too, but about 10-15 years ago they outsource the manufacturing to Taiwan since it's it's too costly to modernize both the plant and design new chips. The outsourcing allows them to focus on designing, but increases the risk if China invades Taiwan.
