The accents you list are not “better” or “worse” than English spoken in the areas considered by some to be a kind of “standard” against which others are measured. As a Scot I’d have hoped you’d understand that.
Living in the Londoncentric, Anglocentric UK leads to this mistaken impression, but there’s no basis to believe a Liverpool accent for example is any worse than a Surrey one.

I've worked in multinationals, and usually the guy who either did not understand us, or that we understood the least, was the British. Most foreigners study "International English" more "neutral" and akin to the US/Canadian accent. For the Brits, spoecially the Scots you need an extra effort to tune into the accent.Those for whom English is not their maternal language, this may condition their accent. Topics like German "strong accent" (verry interresting ..) or romance-derived (Italian, Spanish, French ...). eg Mario Draghi has a very strong "Italian" accent, however his high command of the language, vocabulary, and how he structures his sentences, is much higher than that of many native speakers. Being native to a certain language, does not guarantee you being an expert on it, specially if you have not been adequately schooled.
