I think this is because in India people change their behaviour based on the environment they find themselves in.
I can tell you by experience.
I have worked in hospitality and I saw how the attitude of people changes when they move from UK,US to India and the way they treat people in service sector in India vs in U.S.
This is actually hypocrisy and some people lose patience when they find themselves in places where they think they can do anything as if they hold rights to do anything.
We have a long way to go. Not only people lack civic sense but also patience and the ability to appreciate little things.
What's the difference between a person spitting pan anywhere and a person who lives with lavish lifestyle but when doors of metro opens pushes people inside and abuses. I don't find any difference.
Even the people who earn well often forget to feel blessed for the things they have and instead let the ego inside grow more.
India has long way to go brother.
