@@aeso3555 I think that's what Dottore would do especially experimenting is his speciality but worse lol 🙃, Capitano probably only helped bring the Saurians but he didn't harm them, but probably if it's not because of Dottore then it just probably Fatui experimenting without harming them..
@@aeso3555 Nah, that "black coated" figure they mentioned in their notes is not Capitano but instead the Pyro Fatui Agent you fight at the end with the saurians, he's the leader of the whole operation there.
