Well, FIRST THING FIRST, There is something missing in the readiness.
We are lacking sailor enlistment these days. No one seems to enlist. HOW CAN WE BE READY?
From 1901 to 1992, we enlisted Filipino sailors. They are excellent and trusted sailors. Why don't we enlist them again TO FILL THE GAPS? That is a historical 91 years enlistment.
OR, give more incentives to attract enlistment?
You have to solve this puzzles before anything else.
"At the end of the 2023 fiscal year (September 2023), three branches reported falling short of their recruitment goals: the Navy was at 60% of its target"
    That's very low indeed.

Selective service registration enforcement . And poor leadership and recruitment incentives, vs private sector, letting people in with questionable credentials and security clearances

The people making decisions thought it was more important to cater to woke ideology than have a functioning military. They're reaping the fruit of that decision making process now.

Its a bit complicated with multiple causes for the decline in enlistment. Tighter civilian job market attracting the more desirable candidates away from choosing military service, military compensation has not been keeping up with inflation and civilian pay (especially in the lower enlisted paygrades). Plus the services operate in a much more challenging media environment with respect to marketing to potential recruits. There's a lot more information available to potential recruits that could be prejudicial against choosing to enlist. Consider how many enlisted in the past ended up hating that decision, except now, they would be more likely to learn about the negative aspects that would be deal breakers. Plus the DoD ban on using Tik Tok has hamstrung its recruiting efforts. Recruiters have to meet the people they want to recruit where they are. And today its Tik Tok and other social media and streaming platforms.
And the Navy is a service that deploys and operates at sea away from home. Covid has a had a more negative impact on naval service than the other services. You had ships operating at sea for months and some up to a year without any port visits. And the incident of suicides at several shipyards hasn't helped with its image or with retention.

@dmac7128 But it's all about leadership. Young people are losing interest in joining the military. The pay, benefits, and future in military careers are not promising. Too much politics and sensitivity on gender issues.
More and more women are running a position destined for tough men.
I predicted in the future that military careers would become like agriculture businesses, but no one would like to pick tomatoes and beans (only foreign migrants do this job). Similar to teachers' and nurses career, they do a lot, but money is not there to support their families.
This recruitment will be gloomed and doomed if we don't pay attention.
The world is sick, WAR IS LOOMING.

I really don't understand. During World War II, China and the U.S. worked together to defeat Japan, and the two countries are separated by the Pacific Ocean, with no direct threats or conflicts between them. In fact, the U.S. has military bases all around China, in places like Japan, South Korea, and the Philippines. So why is there still talk of war? Wouldn't peace be better for everyone?

In the 1980s, defense spending was around 6 percent of GDP. We had 15 carriers, close to 600 ships and a dozen shipyards to sustain them during Adm Lehman's time. We had a credible force of deterrence against the Soviet Union.
Contrast that with today. We barely maintain a force of 300 ships many of which are aging fast, they are decommissioning faster than new ones can be bult. The development and procurement system is still broken. And the number of shipyards is down to 4 with a hollowed out shipbuilding workforce. How can that be a credible deterrent?
I got the gist of the interview is that the navy has to make itself ready for war with the force is has by 2027 with the resources that it has. But she admits that there are deficiencies that she won't be able correct by then. So, how can the navy really be ready for war? Its as if one thinks that they could be ready for a gunfight but only have a knife.

These interviews and Pentagon press conferences are such a waste of time. It is the same ol BS answers, like in sports. Such as-- We need to keep our eyes on the ball. We need to strive for X while at the same time maintaining Z. We need to do more with less. We need to get on it, and exceed expectations with the task, while also looking after the well being of our troops and not getting them burned out.... etc.
