As for the hazard lights, use it if there's a hazard, it's in the name, they're not meant for style or for anything else; If there's debris on the road, if you're riding at dark and want to be more visible, then you can use them. I see no need for them to be on otherwise
Only the service centre guys can use the bike on tc number that too to move the bike from godown to the showroom.. if you have the receipt from rto then u can ride it even if u don’t have the number.

As per MV Act 1988, a motor vehicle owner gets 30 days of time after getting the temporary registration number. After the said duration if the owner doesn't have the number plate then a FIR can be lodged

It's entirely the RTO's fault. The tax payment and registration fees are paid online and you get a receipt for that. Then it's up to the RTO to mail you the registration card. It took me 2 months to receive the registration of my Kawasaki Vulcan S and that too after getting someone in government service to talk to them.

It takes time for the number plates to come but that waiting is worth it. I waited 18 days for my number plates after paying 2,20,000 cash for my Suzuki Gixxer SF 250. Temporary registration is only valid for 1 month, he purchased that bike 2 months ago according to police in this video.
Its illegal to drive an unregistered vehicle or any vehicle that doesn't have valid number plate on it.
