The UK Tax's are collected at source and we can apply for a rebate if applicable. The US should remember that what they think is a US company may not be registered in the US also in order to remain competitive in the global market other countries like Mexico and Canada provide support. For example; Google is earning billions of profit by using tax avoidance strategies by being registered in Ireland as the corporate tax in Ireland is only 12.5%, which is less than half of the current UK level of 28% and US 35%. This helps them to earn more profits by paying small income tax. Is this fair to the US tax payer ?.
Cleaning the pot inside will remove tin whiskers yes, but they will return in time. Its very likely the accumulation of the Xtals caused a short in the grid circuit, causing the grid to go positive and maybe kill the replacement audio output transformer. E sure to check it.
Applying wax (not WD) or a lacquer keeps the oxygen away and the whiskers but they are pesky fellows. I think you are right that the OP TX may have failed due to a short. I think the new pot should have a padding resistor to help to bring it in range and shunt some current.

In a pinch you could use a 250 k pot or a 1 Megohm pot. The pot should have an audio taper. That can be seen with a simple ohm meter.
