The mysterious object is a fuse setter for munitions that have a time mechanical fuse (i.e. you can set them to explode after a certain time lapse) Normally used for artillery shells and some rockets, and was the main fuse used against aircraft until the invention of the Variable Time fuse which worked on a proximity setting. the magnifying portion is to enable better sighting of the fuse setting. You place the main part over the shell, and it enables you to turn the fuse to the setting highlighted in the glass and as directed by the gun director. Later in warships, this setting was applied automatically as the shell was delivered to the gun. I have used it on rockets as well, but have no idea what it was used for on aircraft.
Most of the phone dialers I've seen were plastic and giveaways as they had business names on them as ads. Some of them had the tail end formed as a letter opener.
I recognized that phone dialer right away, though I'd never seen one made of metal before. They were usually plastic and on the top of a pen. I guess that officially makes me an old-timer.
