Remember that Skip Bo was also ripped off from ordinary card players. It is basically "Spite and Malice" derived from Russian Bank aka Crapette. That means you can do what you like with it, if you use standard cards, without upsetting any lawyers at Mattel, or whoever owns the rights now. Or you could create a unique set of cards for your rules and you might have a product to sell. 1% for me advising you 😉
