Yes it is an anime character, from Jojo Bizarre Adventure, the character in question here is a 1.95 meters tall teenager, very muscular and manly called Jotaro Kujo, he is a badass
And Tekken was inspired from it with quite some stuff TMM
Also the series is from the 80s, you might have been to younger back then instead of old

11:40 Just so you know, the entire video has the anime sound track on it. It's a really good and funny anime, it's called "Jojo's bizarre adventures" and if you watch it, you'll recognize A LOT OF MEMES that people use in these types of videos. That anime is a Gold mine of memes.

Fun fact. Tekken's aesthetics and design is based on some Jojo characters look at Kazuya and Jin's gloves and Star Platinum's Gloves. Tekken is the Jojo game. Jin is a rippoff of Jotaro Kujo, Jin Kazama, Jotaro Kujo, probably why they made him not change his name into Mishima to keep the initials. Even years later, Jin's rage art is an Ora, Ora, Ora. People might say that, it's from the film, guess what that film based the move from? I fucking wish the next season 4 charcter is Jolyne or Jotaro, since part6 is coming out.
