Maybe they meant potato hash, because it did look like hash (like corned beef hash but without the corned beef), but not any hashbrown I've ever seen. But "potato pancake" usually means something like latkes, which if you're expecting hashbrown would look similar, but would probably be disappointing, because it really does have more of that pancake texture.
