This site is very amazing and is helping cleared most of us doubt with respect to site surveying and congratulation for this knowledge shearing program. Regarding the first step for the last level calculation, please note that the reduce level is 86.846 instead of 88.846.
Talk to a practicing surveyor in the area, or visit the engineering survey office of your local council. If there are no national established control points, then there will be Temporal Benchmarks or some sort of recognized secondary or tertiary control networks.
