this isn't just about Saudi wanting to increase attention to their league or to their country/ tourism. It's about the pissing contest between Saudi and Qatar. Saudi refuse to accept Qatar 'stepping out of line' acting bigger than them, so they're engaging in this one-upmanship of taking Messi from a Qatari owned club just for the bragging rights.
