Not necessarily, I think it's that if they're are looking for prey, and their eyes haven't adjusted yet, and there's people in the water at the same time they may confuse people with other prey. I've heard that sharks don't attack people unless they feel threatened.

In ALL the civilized world, they have safety nets to keep sharks and other such like jelly fish away from the poor Tax Paying citizens and children, them nets are all over the beaches that majority of the people swim, and children play, We on the other side, Dont have such, maybe few beaches in the USA. sad.
Sharks don't really have any Predators, they're are just so many in abundance in the Oceans, they're just moving more inland, adapting to the inland environments. I used to love getting in the Oceans when I was younger, but I'm scared to go out far now lol
Depends on shark species; the larger predatory sharks such as great whites or tiger sharks don’t have anything that regularly preys on them (orcas are larger and can kill them, but only rarely do so). But most sharks are smaller and thus preyed on by other sharks or by other marine predators.
