I'll give ya a little trick about flywheel removal. Just tight the bolt and give a little tap with a hammer on the head of the bolt, it will pop.

If you mean reducing the weight of the wheel then specialized machine shops do this to the wheel and then balance it. However it's not recommended as the power gains are almost null, and the wheel structure is weakened and eventually it will break.
