In most cases, they will not ask for a cover letter which means that you also don't need to submit one but it could make you stand out as a candidate. Regarding the contents of your cover letter, I'd say you can use the same structure and similar phrases but it's still important to also adapt the storyline to the job ad. Always ask yourself the question: Is the cover letter interesting to read or not?
