That exact thing was actually tested by Optimize in the multivariate test: it included a test with just the expanded nav, and another test with the expanded nav plus the search bar. So those two things were pitted against each other in the multivariate test, and the expanded nav + search bar ended up winning! That's the benefit of multivariate tests - you can test a combination of multiple things all at once.

Who sets up and runs the test is also up to your team. It can be any of the ones you listed - designer, product manager, or researcher. So unfortunately the answer is it depends!
A/B testing is a good method to validate design decisions and figure out what works best for a company or brand. Of course, if the proper tool is employed, it can be beneficial. It performs extremely well in all metric measurements, including WASK A/B. Give it a chance!
In a multivariate test, we're testing multiple variants simultaneously (instead of just one variant like we do in an A/B test).
