Dealer's inventory was frozen - the vehicles were mainly allotted to the military on an as-needed basis. People who were able to prove that they genuinely needed a new car - doctors, for example - would be given a priority certificate that would allow them to purchase a new car from that frozen inventory. By 1944, the need for new trucks had become acute, so the government allowed to produce a small run of trucks, hence, this truck. Also, after all the sedans, which is what the military and other government departments use, a few hundred cars were assembled by hand, again for the military.
