The evaluations seem pretty off despite being the wr holder. For instance how can hovering kite be bottom tier yet inserter is fine? Inserter is an immidiate downgrade in act 1, while kite already has some use with the starting deck. There are far more cards that trigger kite than cards which make inserter good.
Inserter creates Orb Slots, and these are very rare but very important way of scaling. It's a win condition. Kite is just mediocre energy, you know when it's good but most of the time it's not.
