Didn't Belmod state that there is a warrior in his universe (Jiren) that even surpasses his own? Stated that, Goku could have easily beaten Jiren, even in the tournament of power if he wouldn’t have hesitated at the end to finish Jiren off. Given that he has surpassed that level at this point, he should have easily be able to beat Belmod.

I don't think so. Toriyama would ruin his own franchise if he allows Goku surpass GODS just because Master UI. Nonetheless, Dragon Ball currently shows how warriors from U7 become as strong as MUI Goku or even stronger. Gohan, Broly, Gas, Granolah, Moro, Frieza. If it's a fact that MUI Goku (TOP) already surpassed GODS, then introducing the existing of 12 GODS is ruined. DB fans just know and see how GODS looks and what they are capable of.
