Sign-offs America: Star Spangled Banner with patriotic footage. Russia: Patriotic footage with the epic sounding Russian National Anthem. Japan: Funky music with hallucinating animations!
I think I've figured it all out. I = the viewer 愛 = emotions felt when watching TV (love, sadness, determination etc.) eye = The sensory organ of sight, a common motif of TV broadcasting.
Out of all the Japan television sign offs and sign ons I saw on TH-cam, this one is the most gorgeous, beautiful, and eighties hip sign offs I have ever seen.
It's a bilingual pun: I - Ai - Eye. ("Ai" being a Japanese word for "love.") This video (made with Scanimate) was also played at sign-on for a number of years. And of course, when the "8" logo was dropped in 1986, the station's new logo was... an eye. One thing is for sure... those with color TV sets in Japan in 1979 certainly got a lot of bang for their buck with this ident. Provided it didn't give them seizures. Personally it's a favorite of mine - breathtakingly beautiful IMO. But yeah, English in Japanese is often used in ways that make little to no sense to native English speakers. Some call it Engrish.
"And of course, when the "8" logo was dropped in 1986, the station's new logo was... an eye." To this day, that logo always make me think it was just quickly scribbled down on a cocktail napkin and they had to use it!
These scanimates were something that popular for idents/sign-on & off duos in Japan before computer CGs exists. I remember YBS and RKB in Yamanashi and Fukuoka respectively, used their own scanimates in the late 70s from videos that people uploaded on YT and Niconico.
In Japan they are using sign off followed by national anthem but only NHK Used the National anthems (Kimigayo) except the other Channel (including Fuji TV, TV Asahi, TV Tokyo, TBS, And Even NTV And other Japanese television stations)
It was aesthetic at the time, making two stacked eyes in number 8 from 1957. Lasting four years of use, it was the proposal for the next logo that would be for all audiences from 1986, using a basic cartoonish eye to be inspired by CBS that did in 35 years earlier. The eye logo for any television company is a vision of an spectator that want to watch favorite programs. Televisa (Mexico), Canal 4 (El Salvador) from 1969, Band from Brazil, and France 3 from 1975 also made as a eye symbol. It is incredible what this symbol refers for any TV company or any TV channel.
1. you wrote this in an...oddly "article"-like format 2. this was used from 1979-1986 so it's 7 years of use. Not 4. 3. you are right about the eye part. Don't forget about ORF in Austria, which took inspiration from CBS' design.
You got the eye part wrong. That eye is the Fuji Sankei Group's logo. Fuji TV started to use that logo since 1986 because the owners wanted their brands to be united under a same concept. Pony Canyon is owned by them and transitioned to the same eye logo in early 90s.
This must be the sign-on/off clip that foreshadowed the introduction of Fuji TV's current logo in 1986. In fact, the 1986-87 sign-on/off clip that Fuji TV used had the 8 logo make way for the current eye logo.

I・愛・eye Though you say it has no significance, what is really going on is the use of those particular words/letters, the first obviously is the letter "I", the second is the Japanese kanji of the word "ai" (translates as "Love") and of course "eye". Each one uses the same sound, yet it's literally saying "I love eye".
