I am new to CNC with a new machine and wonder how do you make your first set of spoil boards without something underneath to cut the holes for the bolts?
You could put down another piece of MDF or whatever you want and secure it temporarily then do all your holes on the board that is going to be your new spoil board. After you have your holes cut remove the board on the bottom and fasten your board with the holes you just made. Then surface your new spoil board. In the future when you are going to make a new spoil board cut your holes while the old board is still in place.

Another easiest way to create a smaller slot is just offsetting the larger slot by 0.21455".
why not use raster cut?
Could have either way works just fine
