18F is only -8C. that's nothing, that's actually a lovely winter day. In Ontario -5F = -20C is cold, but would never stop anyone from going to work or school or out skiing. -20 with a wind chill would still get us up, out and about without even mentioning it.
Yes, but your body is used to and peolpe have resources. Some people in NYC don't even get heat in their homes/apartments. Same thing in Chicago nobody stops for low weather. Now imagine California 45 ° F and Florida expects in the low 30° F. They're not used to it.
Lovely maybe for those in their cosy warm homes. But try being homeless a week, sitting out side trying to get enough money for a wicked drug addiction. I feel sure that the lack or less homeless there in Ontario is due to them already being dead. Frozen and then carried away for burial or cremation. But even popping them in to the cremotorium fire is not going to thaw them back to life. No matter how much you try to see me your nice warm winter holiday destination. I won't be coming. Skinny dipping at only minus 8 centigrade is not my idea of warm lovely winter day. There is a mega difference with warm house holders sat by their indoor fires and the frosty frozen out side.
Being the norm there in Ontario does not mean you have no contingencies already in place.
Oh I hope NY gets buried this weekend with snow and ice! I love just seeing the little streets filled with snow, no traffic moving, no people walking, pets have to stay in doors, ER filled with people! NY at Christmas, Love it!
I wish it snows in nyc. It only snowed once here this season, and I had to go to the Bronx to see it as Manhattan had just flurries.

Over the heads of all I meet
Falls winter's life giving snow.
Upon the rooftops and the streets
Filling the sky and earth below.
Dancing, swirling, skimming along,
Like the snows of yesteryears.
There's lots of ice on the windows
As my lashes freeze over with tears.
It's so cold; it's too cold to snow
Yet the snow continues to fall.
The land is covered blanket white
As the winter winds wail their call.
There's a red-hot fire awaiting me
That will thaw out my every part.
It's not the glow of a fireplace

YAHUWAH is making this System very uncomfortable. For the atrocities and Persecution of His Anointed Hebrew Servant Grand Master JAY, from the Priestly Tribe of Levi. While He find a way to keep Him People Safe. Everyone shall not die.
Your system! making your system very uncomfortable for those who try to sow the seeds of hate, pain and misery. Your Gran Master Jay. Isn't he the supposed leader of a militant Coloured armed organisation? Seven years prison for pointing a loaded weapon at Police providing security at a protest meeting. Why did he even take a loaded fire arm in the first place? If he was/is a Levi then he could have conducted his ministry with in the protected area of his Synagoge. But instead he opted to go with others to a protest representing The Coloured Person's NFAC (Not Effing Around Coilition). Isn't it also correct that members (Member Badboy Hiphop) stylise them selves not as spiritual Levites but as Bad Boys. So if you wamt to quote YAHUWAH as siding with the Bad Boyz then have you made that basic fundermental error of mis understanding the Torah or other sciptures where Bad Boyz are sent out of Eden or far away in to the desert (As was cain). IE Yahuwah does distinguish between Good and Bad and Bad-Boyz are not good. Even if like Punks they think they are good. For example the same ideology applys with Punks who theink they are being good Punks when they are behaving punkish. It's being bad but claiming being bad (Punkish) is being good as they are badboyz or punks and that is what bad Boyz or Punks do.

Seven years of persercution. My point here is. Your bad Boy organisation NFAC (Not Effing Around Coilition) initiated the attrocities and what were they doing with loaded fire arms pointed at Police if not for persercution. Whilst the intent at that moment may have been just to see who was up there. They had the malice aforethought of attrocities & persercution. That was why they were an armed militia with loaded weapons out on the street. Now your Yahuwah never appointed Levites to load up automatic weapons and form a separtist coloured organisation to go out on the streets with those loaded arms as an army with intent.
Whilst you may have dreamed or imagined Yahuwah was a Black separatist supremacist. He apparantly is not. So the weather is not being used as a weapon against New Yorkers to support your Black Militant Armed intimidatory NFAC (Not Effing Around Coilition). Again it is clear here that you have again tried to use misery & persercution of the innocents as one of your attrocities. beware of sowing the seeds of destrution. For the sower may yet reep the harvest of his own cultivation.
