All paper that is destined for writing or a minimal quality of printing (vs, say, toilet rolls) has a certain quantity of coating applied to it in order to limit undesired absorption of the ink diffusing straight into the fibers. Usually kaolin clay.
Looks okay. It would appear to be good and on the up and up. A special case, though, in the sense that it might be that it takes the more progressive California for this to be happening.
